What can I expect to do in this role?

Security Systems Maintenance

  • Coordinates the maintenance and repairs of physical security equipment for all facilities including alarms, cameras, keys, alarms, access cards, access panels, and card readers.
  • Orders new and replacement equipment.
  • Uses internal systems to manage, track and respond to facility service requests.

Security Systems Implementation

  • Implements physical security equipment for all facilities (e.g., cameras, keys, alarms, access card, access panels, card readers, etc.).
  • Reviews and prioritizes building security operations work requirements and provide recommendations for the building operations program and contract specifications.
  • Developing contract documents including writing specifications for Security Vendor RFPs with the contract coordinator.
  • Soliciting and verifying all security-related bids, quotations, and tenders with contract coordinator.

Security Operations

  • Provides support, guidance, and consultation on a variety of issues related to security and emergency management.
  • Coordinates and implements security services at all facilities.
  • Involved in the initial security response to situations/incidents and ensures appropriate emergency services are advised including notification to management and others as required in conjunction with the Community Emergency Management Coordinator (CEMC).
  • Responds to contentious human resources (HR) matters (e.g., terminations, employee meetings, workplace violence or harassment, etc.) and assists with de-escalating or diffusing volatile situations to restore peaceful facility operation.
  • Oversees the hiring and placement decisions of the third party contracted security service provider.
  • Directs security personnel.
  • Ensures appropriate training and policies are followed on behalf of the town.
  • Liaises with contracted security company to ensure efficient operations of services, products and equipment.

Emergency Management

  • Assists with the emergency management program including participation in operational drills and discussion-based exercises
  • Provides security training.

Program Development and Continuous Improvement

  • Collects and analyzes security data and identifies trends and potential causes of security related incidents, criminal activity and disturbances and reports data to the Manager, Planning & Compliance.
  • Conducts threat analysis, vulnerability assessments, and security assessments on various locations throughout town facilities.
  • Keeps up-to-date on new security methods, techniques, and legislation that may impact procedures and practices.
  • Works with various departments on awareness training in the area of safety and security.
  • Works with staff and management in the analysis and evaluation of current business practices and recommend processes / methodology towards continuous improvement.
  • Authors policies and SOPs
  • Conducts security assessments
  • Develops strategies to counter terrorist, criminality, cybersecurity and workplace violence assessments

Financial Management

  • Tracks, verifies, and processes invoices
  • Monitor and ensure contract expenditures are within budget allocations and charged to the appropriate accounts and that sufficient funds are available prior to making commitments with supervisors
  • Manages Town wide security capital & operational budgets

 

Requirements:

  • Diploma in Police Foundations, Law and Security or a related field
  • 8+ years of progressive security industry experience is required.
  • Training in Canadian General Standards Board - CAN/CGSB-133.1-2017.
  • At least one of the following certifications:
    • International Foundation of Protection Officers Professional Security Officer Program (PSOP)
    • ASIS (American Society for Industrial Security)
    • Associate Protection Professional (APP)
    • Certified Protection Professional (CPP)
    • Physical Security Professional (PSP)
  • Valid Ontario Security Guard License.
  • CPR and First Aid Certificate is required.
  • Crime Prevention Through Environmental Design (CPTED) certification is preferred.
  • Experience with developing and maintaining security systems (alarms, closed circuit television (CCTV), and electronic access systems) is required.
  • Experience interpreting and complying with legal and regulatory requirements governing the provision of security services (e.g., Canadian Criminal Code, Private Security & Investigative Services Act (PSISA), Freedom of Information and Protection of Privacy Act (FIPPA), applicable provincial statues, and municipal By-Laws.
  • Work experience in a broader public sector environment is preferred.
  • Experience in dispute resolution and/or non-violent crisis communication methods.
  • Experience coordinating emergency incident responses.
  • Experience fostering individual and team development within a complex environment.
  • Possess and maintain a valid “G” class driver's license.
